Public Library is the back-bone of civic society. in real sense no society can exist without public library. It is known as a 'A Gateway University". "Shaktipratishthan" Knowldege Center" etc. World of scholars and several national and international organizations have also felt need of free public libraries and enactment of public legislation for strengthening public libraries on firm footing and provding well developed and systematic library services.  The UNESCO has also appealed to all the nations for enactment of public libraries act for providing free, smooth and constant library services without and political hindrance.
